Rice is a simple and compact way of saying
"done up car". What I mean by 'done up' is the addition of non-performance
enhancing modifications such as stickers, spoilers and bodykits, and some
mild performance gear such as loud oversized exhausts. The term is not
intended to be racist or offensive.

coined the term on the grounds that most cars subjected to this form of
abuse are Japanese (Hondas, Mitsubishis and Nissans are the most common).
